DDA, PWD Plan To Push Digitisation In Delhi

Dirty air is troubling Delhi big time, but, here is something that will cheer the city and its residents. It is going to be easier for people of Delhi to avail of essential public facilities. In a recent meeting, Delhi Lieutenant-Governor Anil Baijal ordered the Public Works Department (PWD) and the Delhi Development Authority (DDA) to promote digitisation and technology-based services for common public and install kiosks.

It is worth mentioning here that Surakhpur in southwest Delhi became one of the first villages in India to go digital where each household now has an Aadhaar-linked Jan Dhan bank account. The district administration had earlier installed LED screens at the chaupals to telecast tutorials on the cashless mode of payment for the residents of the village.

Here is how the national capital is gearing up to go digital:

Mobile app 311 for engaging citizens

Delhi L-G Anil Baijal recently launched a mobile application for municipal corporations of Delhi. Mobile App 311 intends to enhance engagement of citizens in resolution of grievances and improvement of civic services in the city. The app can be downloaded for free from the Google Play Store and the Apple Store. The app will allow users to find nearby public toilets, police stations, metro stations, petrol pumps, parking, hospitals, bus stands, veterinary clinics, libraries, gyms, markets and other places and lodge complaints with geo-tagged photos with track complaint status feature. Mobile App 311 would also link emergency departments such as control room, fire station, ambulance and women helpline for the convenience of the citizens.  The Mobile App 311 has been integrated with the Swachhta App of the Ministry of Urban Affairs.

Land record goes online

The state government has started implementing the computerisation of land record project at all rural villages of Delhi except for villages in the north district and those under consolidation, enquiry or mutilated records. These records were now being digitally signed. Only digitally signed Record of Rights (RoR)  were being issued at the district offices of the Government Of National Capital Territory Of Delhi from November 1, 2017 for the digitally signed khatas. The RORs can be obtained from the Citizen Service Centres at the respective district offices or can also be downloaded from the government website.  Apart from this, the web-based online mutation module is also under development and will be launched shortly and interlinked with the ROR. So far, a total of 33,458 khatas have been digitised so far.

DDA digitisation drive

To track the movement of files using radio frequency identification (RFID) tags of documents, data, land details and promoting the digital payments to minimise human intervention, the DDA has launched the project DDA Digital Services: Computerised Management System for Decision Support and Online Public Services (including Grievances Redressal) System. Bids have been invited to develop the system which will prevent corruption at various levels, promote transparency and avoid delays in policymaking.

Give feedback online

The Delhi L-G has asked the PWD to launch a mobile application for residents to report potholes and give feedback on the repair work. According to the notification issued, the mobile application can be used by the residents to upload photographs of potholes for the agency concerned to repair. The app would facilitate identification of the location, using the GPS, besides informing the complainant about the details of the road-owning agency concerned. The PWD will coordinate for the repair work with various road-owning agencies, including the DDA, the New Delhi Municipal Council, the other three municipal bodies, the National Highways Authority of India and the Delhi Cantonment Board, if and when the complaint is received. This will ensure road safety and control dust pollution in the city.

NDMC Smart Toilet App

Recently, the New Delhi Municipal Corporation launched their app called NDMC 311 for accessing various civic services and search nearest Smart Toilet. These smart toilets have ATMs, rooftop solar panels, sanitary napkin vending machines, etc. Overall, 109 such Smart Toilets are being constructed by the NDMC, across the NCR. The motive is to convert toilets into a resource hub for travellers, passengers and the general public.

e-Loc pilot project for Delhi NCR

The much-awaited digital tagging of residential addresses will be started on pilot basis in the national capital. The department of the post will accord a six-character alphanumeric digital address for every property. It will give e-locations for the addresses and then provide possibilities to link them to other information, such as property title and ownership, property tax records, information on utilities like electricity, water and gas. The plan has been cleared for two postal pin codes in Delhi and one in Noida. The project is in collaboration with Map my India where the portal or app will instantly offer direct assistance to the searched e-Loc code.
