Property-Related Services Go Online In Karnataka

The Karnataka government is taking another step towards taking property-related services online. After the state government in November last year digitised property and document-related services in the state, on June 13 has launched an online building plan approval system. Called the LBPAS, the new portal will allow the homeowners to apply for change of land use (CLU) , get approval for building and layout plans online.

This means that a property owner need not make multiple visits to the sub-registrar office to complete the registration process.

So, what are the property-related services in Karnataka that you could now avail online:

Get building plan approvals & apply for CLU

Approval of building plans ensure that the property is designed and constructed in adherence with the existing building by-laws in the state. This building plan can be filed by either the owner of the property or the architect. It also requires the applicant to submit self-attested documents, including sale deed, lease deed or power of attorney.

On the other hand, for those planning to change the land use from agricultural to non-agricultural use, can also apply online now.

Secure the encumbrance certificate

The Encumbrance Certificate (EC) is a mandatory document to be obtained during a property purchase. Evidence of free title/ownership, the EC certifies that there are no dues on the property and that the title is clear and marketable. It is issued in Form No. 15 and 16. It is obtained by submitting an application at the jurisdictional sub-registrar’s office under which the property is registered.

Citizens wanting to view the document could do so by entering the property details online. Also, they can also have a copy of EC by paying a fee online for an application.

Register property deed

Registrations of documents such as property deed or any other deed is also done at the sub-registrar office. Buyers are required to obtain a certified copy which can now be done without visiting the sub-registrar office as digitally-signed documents can be applied online by paying a fee.

Other online services

In addition, there are other tools like ‘stamp duty and registration fee calculator’ and ‘know your property valuation’ at a buyer’s disposal. This will enable a user - a buyer or a seller - to find the current market value of a property as determined by the government for purposes of calculating the stamp duty.

The market value will be calculated by the system and the application is sent to the sub-registrar. Once the application and the valuation are approved, the citizen will have to pay the applicable stamp duty and registration fee online and book an appointment with the concerned sub-registrar. The website provides details of as many as 250 sub-registrar offices in Karnataka.

Moreover, through the tool ‘Know your marriage office’, the portal furnishes the list of jurisdictional sub-registrars. Marriages are registered based on the residence of the bride/groom.

Furthermore, the Stock Holding Corporation of India will provide e-stamp paper on payment of a fee in the online portal. Users can take printouts for the purposes of drafting agreements and affidavits.

Other services available through the portal include facility banks and financial institutions, advancing agriculture loans to farmers, to file a declaration and discharge deeds under the Karnataka Agricultural Operations and Miscellaneous Provisions (KACOMP) Act.
