Register Your Property In Delhi From The Comfort Of Your Homes

When Shweta Agrawal from Delhi bought a resale apartment in Delhi (Rohini) , the registration of the home was a very tedious process for her. “There are too many papers required and too many government clearances. It is a huge task,” she said in a series called 'Home Buyers Speak' featured on PropTiger.com. Many home buyers across the country often complain about the “typical sarkari way” at the registration offices. However, this scenario will soon change, at least for the people of Delhi, as the Delhi Revenue Department recently announced the launch of online facility for property registration in Delhi.

Speaking to PropGuide, Lalit Kumar, Sub-Divisional Magistrate (SDM) at the Delhi Revenue Department, informed that the department will soon conduct a presentation on the procedures of online property registration. The department has started a trial run of the software and within two to three months, the project will be launched.

Earlier, Delhi was one of the first cities to have started online appointment for property registration in 2012. The process allowed people to take appointment online of a specific time and then walk in to the registrar's office with necessary documents on the given time to complete the registration. After the launch of the new system, people will not be required to go to the sub-registrar's office for registering their property and rent agreement.

Moreover, with this system, a person buying property will have to fill up a form that will available on department's website and submit with all required details, including details of the seller. He/she will also be able pay the registration fee and stamp duty online. And finally take the printout of the sale deed.

The new online system is being seen as a game-changer in the Indian real estate sector that is undergoing major reforms. The online process is expected to lower revenue leakage and disputes, empower registration officers, increase transparency when buying property in India.

Shweta Agrawal sums up how the new system will change the current scenario of buying property in Delhi. She says, “Property registration traditionally has been a very time consuming and tedious task. Considering how everyone is running against time in Delhi, we tend to involve agents which increases the cost. Online registration is a welcome move which will certainly bring in transparency and agility. Also, buyers won't have to depend on mediators and brokers to get the registration done.”

Some states have already introduced the e-registration of property for both taking up unique appointments as well as the complete registration process. And more states are now expected to follow Delhi's path to make property registration a complete online experience.

What does the existing e-registration system offer:

  • Apply to pre-fix an appointment online

  • Get a unique appointment number

  • Get the fixed date and time on which you should visit the sub-registrar's office

  • The revenue department's website has the forms, standard letter formats and the details about the documents you would need

  • The website also has information on the stamp duty you need to pay for each category, along with an online calculator

  • After calculating the stamp duty, the applicant can purchase the e-stamp paper

  • At the sub-registrar's office, about 32 different types of property are registered

  • What will the new online registration system offer:

  • No need to go to sub-registrar's office for property registration, rent agreement and power of attorney
