Stakeholders Need To Be Educated About RERA, Say Developers

The government has made all necessary arrangements to ensure states do not dilute the key provisions of the Central real estate law. But, for an effective implementation of the Act, spreading awareness is quite crucial, a point that has largely been missed. Developers need to be educated about the new law.

These were the sentiments expressed by the participants who joined an event in New Delhi on July 7, intended to capture the interest of real estate developers and other stakeholders on current issues.

While various stakeholders and industry bodies are coming together to conduct awareness session and educate buyers and developers to solve their queries, the lack of initiative from the government agencies is visible, the participants believe.

However, there are those who are trying their level best to ensure a smooth transition.

Anthony De Sa, chairman, Madhya Pradesh Real Estate Regulator Authority, said that he had been conducting sessions for developers to help them fill the form and solve their queries in his state to make the transition smooth.

“We have been conducting session across the state where we are calling on the brokers, agents and developers and helping them to fill up the online application. We even go in the nitty-gritty of the Act to ensure that they are completely educated about the act and in case, chances should not arise that they violate the RERA regulations,” added de Sa.

The Madhya Pradesh Real Estate Regulatory has been a model for other states to follow as the regulator itself has been quite active in providing the hands-on training through interactive presentation sessions, personalised IT sessions for the online interface, form filing, etc.  

DLF Chief Executive Office Rajeev Talwar, who is also the chairman of developers' body NAREDCO, said: “NAREDCO is also organising awareness programmes for developers and RERA experts have been made available for servicing all the queries. We have been collaborating with other stakeholders to make this more effective.”

While private players were activity coming forward to address the issue, the situation was grim and the awareness drive was limited, said the participants. Use of popular mass communication medium to impart RERA-related literature would have been a welcome step, they added.

Nevertheless, public as well as private agents in states such as Madhya Pradesh, Maharashtra, Kerala and Rajasthan which have already notified the rules are working relentlessly to make educate sector stakeholders. They could work as a model for states that are on their way to do the same.
