A greenfield city is an underdeveloped area, where greater development is proposed allowing it to develop into a city.

Greenfield projects are not too constrained by prior development, or existing policies. In India, the Narendra Modi-led NDA government recently launched the Smart City Mission under which it plans to build 100 smart cities across the country. If these are entirely new cities, they will be considered as greenfield cities.
If they are built out of existing cities, they will be considered brownfield cities. But, the concept is not entirely new. The government, for instance, plans to build five greenfield cities along the Delhi-Mumbai industrial corridor.
Greenfield cities are usually small because is not easy to create large greenfield cities owing to the fact that large tracts of unoccupied land is not common in modern day India. Moreover, large body of infrastructure is necessary for a city to develop and this is not easier to create in an underdeveloped area in a short period of time. The government maintains that the challenge before them is to build sustainable greenfield cities.
Gujarat International Finance Tech City (GIFT), located in Gujarat, is expected to become India's first greenfield Smart City. Chandigarh is considered India's first greenfield city. Chandigarh was developed to serve as the administrative capital of Punjab. India's first private greenfield airport project is in Durgapur.
