What Is 'Revolutionary' About Telangana's Double-Bedroom Housing Scheme?
During a visit to the IDH Colony in Hyderabad, Housing and Urban Affairs Minister Hardeep Singh Puri termed as “revolutionary” the Telangana government's double-bedroom housing scheme meant for the poor. This is one of the areas where the Chief Minister K Chandrasekhar-led state government is building affordable homes for the economically weaker sections with an aim to make the state, including the City of Nawabs, slum-free. According to the minister, this in-situ model is a revolutionary step to make the state slum-free.
Let us look at five most important things that you need to know about this scheme that would be instrumental in meeting the Centre's Housing-for-All-by-2022 target.
The design
The state plans to build a total of 2.60 lakh double bedroom units across 28 slum areas. Spread over 560 square foot (sqft), each unit will offer have two bedrooms, a hall, a kitchen and two toilets. There would also be two lofts for storage purposes. Amenities such as water and electricity supply, approach and internal roads, drains and sewerage system will be developed along the areas to make these homes habitable.

The destinations
Areas, where the largest number of these homes will be built, include Adilabad, Karimnagar, Khammam, Mahboobnagar, Medak, Nalgonda, Nizamabad, Hyderbad, Ranga Reddy and Warangal. The government is still in process of filing tenders and choosing private developers that would assist it in building these low-cost housing units.
The price
According to Telangana Animal Husbandry Minister T Srinivas Yadav, one double-bedroom house would cost at least Rs 30 lakh in the open market. However, beneficiaries are going to pay way below the market price under the scheme. While homes in rural areas are priced at Rs 5.04 lakh, homes in urban areas will be priced at Rs 5.30 lakh. Homes falling under the Greater Hyderabad Municipal Corporation (GHMC) area will cost Rs 7 lakh. Then, there is infrastructure cost, too. This cost has been capped at Rs 1.25 lakh in rural areas and Rs 75,000 in urban areas and areas under the GHMC.

The beneficiaries
Families belonging to the BPL (below-the-poverty line) category are eligible to obtain a home under the scheme. The property will be allocated in the name of the housewife. The scheme is meant for only those people who currently live in kuccha houses or in a rented accommodation. A fixed share of the total housing units in each district is reserved for beneficiaries of the scheduled castes and scheduled tribes.
